EPR Authorization (Extended Producer Responsibility): Registration Procedures

EPR (EPR Authorization) is governed by the E-Waste (Management and Handlings) Rules for the year 2011. According to this regulation, the manufacturers of electrical or electronic equipment are responsible for the equipment’s management after its lifecycle has ended. According to the environmental regulation, the specified producer is responsible for minimizing the impact on the environment. The manufacturer is also in charge of inventory management and waste disposal. It lasts for the duration of the product’s life cycle. And Its Mandated t grant, renew, or deny Authorization to Producers of Electrical and Electronic Equipment (EEE) as per the guidance provided to the Central Pollution Control Board (EPR).

For transferring or shifting e-waste/end-of-life items to approved dismantlers or recyclers, a producer may set up collection centers or use a take-back system, or both.

What was the reason behind the introduction of EPR Authorization in India?

The E-Waste (Management) Rules, 2016, the Plastic Waste Management Rules, 2016, and the Solid Waste Management Rules, 2016,  the Batteries (Management and Handling) Regulations, 2001 are reviewed with India’s first EPR-based regulations,, in terms of the “extended producer responsibility” concept. One of the main reasons for the failure of BMHR and the failure of regulations to recognize the role of the large informal sector in the collection and recycling of solid waste. To counter this drawback, an EPR process was introduced, combining the informal collection scheme with formal recycling and removing informal recycling units.

ERP Authorization Registration Procedures

  • In the first phase, the producer or manufacturer, dismantler, recycler, or refurbisher of electrical and electronic equipment must apply an online application with all relevant documentation to the central pollution control board (CPCB) or state pollution control board. You may also apply your application by completing Form-I Hard Copy and attaching the required documents. Before sending the papers to the CPCB and the state pollution control board, double-check everything.
  • Within 25 days of receiving the application, the Central Pollution Control Board (CPCB) and state pollution control boards review and verify the application form and documents in the second process.
  • If the CPCB and state pollution control boards are satisfied with the submitted application, which includes the application form, documents, and the extended producer responsibility plan, they grant authorization after reviewing and confirming the form and documents.
